The new English Bay Bistro to replace the existing concession will be heard at the Development Permit Board today. All citizens of Vancouver are welcome to attend ask to speak to the proposal. The Hearing is at 3pm today on the 3rd floor of City Hall in Committee room 1.

Subject: 1790 BEACH AVENUE – DE412932 – ZONE RS-1–

Dear Ms. Warren:

The West End Residents Association (WERA) has had a long-standing interest in the redevelopment of the English Bay Concession.

While 1790 Beach Ave. has been a concession of a Vancouver Park Board and Recreation and is now being planned to be leased to a private interest WERA wishes to ensure that that the accountability and responsiveness of the concession to the citizens of Vancouver continues.

In this regard WERA is specifically requesting that the Development Permit Board mandate that the VPB develop a “operational management plan” that would be have to be agreed to by lessee of the new restaurant as a condition of the Development Permits.

In particular the “operational management plan” would include the following items:

1. A plan to ensure the continuing affordability of the restaurant to the citizens of Vancouver.
2. A dispute resolution action plan for community members to bring issues with the operation of the business to.
3. A mechanism to allow VPB staff to resolve conflicts with the new restaurant and the community.
